POINTS FOR REFEREES

INTERPRETATION OF RULES,

AVELLIXGTON, June 20

Information on various points relating to Rugby football rules and rulings was sought at the, last meeting of tho executive of the New Eea-ar i Rugby Referees’ Association. Questions were received from affiliated Associations in different parts of the country, among them being the following with the replies thereto:

By Ha-wkes’ Bay—That in the event of an infringement taking place, say a. foot from the goal line whereby the penalty is...a scrum and the defending side hook the ball, hut before- it is out of the serum lmt over the, goal lino a defending player touches down, shall a drop-out be allowed or another serum ordered for wilful heel hack?—Answer: Note (7) on page 41 of the Handbook reads as follows: “When a scrummage crosses the goal line with the ball still in the scrummage, if tlie attacking side touch down a, try shall be awarded, but if the defending side do so a touch-down shall be allowed.’’ By Otago—At the kick-off, can tlio opposite side charge after the-kick has been taken and play the hall before it reaches the ten-yard limit?—No, hut they have the option of requiring the other side again to kick off or have a scrummage at the centre of the field. By Manawatu —A 2 is off-side within ten yards of an opponent, B 1, who is waiting to receive the hall which has been kicked hv A 1. B 1 catches the ball, which is then passed to B 2 and then D 3. B 3 then passes the ball hack to B 1. If A 1 then tackles B 1, the former having made no attempt to retire beyond the ton yards limit, can he then bo penalised for being off-side?—No. The, referee having allowed the play to go on after the first breach he could not penalise A 1 after the hall had been played by more than one succeeding player. By Poverty Bay—At- the kick-off the bull Ims travelled the necessary ten yards, but is then caught by the wind and blows back out of touch in the kicker’s half, not having touched the ground. Can the opposite side accept that kick and have.the line-out- where the' hall crossed the lino, or is the line-out given cn the half-way line from which tliq kick was taken ?—They can accent the kick and have the lineout from where the hall crossed the touch-1 i net By Poverty Bay—Ts it legal to fend an opponent with the open hand?— Yes. Bv Wanganui—A player standing m his own in-goal with both feet behind the goal line reaches out for the ball in the field of play and forces. What is the decision, a carry hack or a forcedown ?—Garry back (decision of the English Rugby Union). By Wairarapa—On a windy day the ball is kicked over the head of D’s full-back. The ball, while still in the air, crosses the goal line and then is blown back into D’s- arms out in the field of play. D catches the ball and runs hack and touches down. The referee allowed force down. Was he right?—No. The referee should rule that the ball has been carried hack. By Thames Valley—A fair catch is taken in goal. Is the mark where the catch is taken or on the goal line ? —Where the catch is taken
