The Important Thing To Labour. The most important thing to the labouring man is that the industrial organisation shall be constantly improved by the elimination of inefficiency and waste. It is to his interest that labor shall not be expended anywhere without adequate results, for the purchasing power of' labor over products determines his standard of living. The unemployment problem is the same kind of a problem that it always has been, but it is at least certain that no progress is made toward its solution by deliberately maintaining any part of the population where it renders no service.
