CHINESE MANIFESTO
NATIONALISTS’ PROGRAMME (Received this day at 9.30 a.m). SHANGHAI, June 11. A manifesto from the Nationalist Government to foreign powers will be issued officially to-morrow. A summary states: “The sole."purpose of the Nationalist revolution being to reconstruct the modern state of China, and the military stage being completed, the Nationalist Government desires to embark on a programme of reconstruction. The time lias arrived for negotiation of new treaties with all powers on a basis of equality, mutual respect, abolition of obsolete treaties, unsatisfactory to foreigners and China alike. This will be the most effective guarantee of peace and security of all foreigners’ property in China, and mutual understanding. The Nationalist Government candidly informs the powers that all foreign troops must be immediately withdrawn from Chinese soil to avoid further misunderstanding and suspicion. In the event of the powers continuing to maintain troops in China, the Nationalist Government will be forced to close the interior of China to all foreigners. The Nationalists realise that China cannot maintain her isolated position in the family of nations and will welcome co-operation and assistance of friendly nations foi the purpose of removing restrictions and international oppression. A new era’ in the history of Chinese foreign relations is being ushered in, to enable her to attain the ultimate goal of the revolution.”
