Director Strong said the Department had under consideration the piovision of a scale of school leaving certi ficates, beginning with primary school leaving certificates denoting the standard of attainment equivalent to that required for Proficiency; next was the Intermediate Certificate, equivalent to the Public Service Entrance; and next was the Senior Leaving Certificate corresponding to Matriculation ; the fourth advanced which would be the same as the present Higher Leaving Certificate-
