Now Japan, controlling hall the railways and most of the trade ot tiiis great region, sees grave danger to her material interests il the Nationalists follow the retreating northern armies bevoml the Great Wall, and she has warned them “to avoid spreading unrest ” in that direction. The tone of the Japanese Note suggests that, if her advice is not taken, she may declare a protectorate over Manchuria. But this would be a grave infraction of treaty rights, and serious uneasiness is felt at Washington, and even in Britain, at tlie bare possibiltv of such an ominous development.
