WASHINGTON, May 24

Any doubts as to the attitude of the State Department towards the Naval Bill, now pending in the Senate, in view of the optimism held out for the adoption of a multilateral treaty for the outlawry of war, were dispelled to-day with the assertion by Mr Kellogg (Secretary of State) that there had been no change in policy. He thought that the building programme provided by the House was a good one, and should be passed by the Senate.

It was admitted to-day that Mr Kellogg had diseased the situation informally with several Senators, duo to the measure being held up by a legislative aim in the Senate. It was added that the State Department had not even indicated it wanted the Naval Bill held up at this time.

Over a dozen persons were killed and many injured as a result of Empire Day holiday accidents, including parents who were killed and -three children injured when a train hit an auto at a level crossing at I.ocuyt Hill.

Seven men were drowned in canoe accidents on Abitibi river, North Bay.
