(United Service.) {Received tfiis day at H.O am.) TO K IM, May 23. . The domestic political situation, Which resulted in the reformation of the Tanaka Cabinet, with the installation of the new Home Minister, Keisuke Maohizuki and the new Communications Minister, Fuxanosuka Ktihara, has temporarily diverted attention from the China situation. The chillircs, however, are not considered essentially important, being largely, merely a reward for party workers and the personal friends of the Premier.

The fact that no Foreign Minister lias been appointed, the Premier continuing to occupy the foreign portfolio, is criticised in a considerable section of the press, which asserts that the present time is most vital for careful diplomacy and broad gauged visualisation of foreign affairs, which the Premier cannot ho expected to obtain, owing to the multiplicity of his duties. There is no change in Tanaka’s China policy and with regard to Manchuria.

DEFENCE OF PEKIN. TOKIO. May 23. It is indicated in to-day's dispatches that plans for the co-ordina-tion of the defence of Peking, by international forces, is being worked out in collaboration with Peking Legations, and any dissentions will be eliminated.

The American forces, however, arc remaining independent and are nilwilling to consider any suggestion of unified command. f n the, meantime the threatened major battle between 'Northern and Southern Chinese forces is developing, only slowly, with scattered clashes over a vide area.
