The South Indian Liberal .Federation is placing before the Simon Commission a scheme for constitutional reform in which the Central Government would be of the Federal typo on the Australian system with a claim for full Dominion status of India. DEATH SENTENCE UPHELD. LONDON, May 23. The Court has dismissed the appeal of Kennedy and Browne against their death sentences. Lord Hewart (Chief Justice) said the ease was as plain as a pikestaff.
BIG STRIKE CALLED. LONDON, -May 23. There lias been no settlement of tho wages dispute in the dyeing and allied trades. Representatives of tho employers and the trades unions met at Manchester, the negotiations breaking down. The Unions have decided to cal! a strike of the operatives on June 16th. Over eighty thousand hands are involved.
MOTOR. ACCIDENTS. LONDON, May 23. Rt. Hon W. Ashley, in reply to a' question, said there was no evidence that a substantial proportion of motor fatalities and .accidents were due to the drivers’ want of capacity, which would he disclosed ill driving tests. Air AY. Luiin (Labour) pointed out that there were one hundred thousand motor accident cases last year, the treatment of which cost the voluntary hospitals half a million pounds, while thousands of the people for whom they werc built could not consequently be treated. SCOTLAND YARD INQUIRY. LONDON, May 22.
Following on consultations with Sir John Simon (Liberal) and Rt. Hon A. Henderson (Labour), the Home Secretary (Sir AY JoynsMi Ilicks) tabled an amended motion in the House of Commons, limiting the special Scotland '’’aid Inquiry to the matter of the police interrogation, of Miss Savage, whose name is correctly spelt “Savidge.” The motion will be debated in both Houses to-day. OLYMPIC FILM RIGHTS. AMSTERDAM, May 23. An Italian Cinematograph Corporation has secured the world film rights of the Olympiad, because the Gorman films did not exercise their option. The Dutch film industry is now boycotting the Games because a monopoly has been granted to a foreign firm.

REV. HAYDEN’S CASE. (Received this day at 5.30 a.m.) ■ LONDON, May 23. The Commission of Inquiry into the ease of Rev. Hayden (cabled on April 10th) found him guilty of had language and not guilty of all other charges. PAYMENT BY RESULTS. LONDON. May 23.
The National Committee Amalgamated Engineering Union adopted a resolution that the union should recognise the system of payment by results, an 1 negotiate a national agreement.
AIR FATALITIES. •BERLIN, May 23.
A Earntan passenger plane flying from Paris to Berlin was inexplicably forced down at Cologne and the tank exploded on alighting. The pilot, mechanic, and a woman passenger were killed.
A BALLOT. LONDON. May 23
A ballot was taken of the members of the Federation of Master Cotton Spinners’ Association on the question of enforcing a reduction of wages of 12J- per cent !by a lock-out if necessary. The ballot failed to give the requisite majority of eighty per cent. The Federation has decided to take no further action.
There is the keenest satisfaction among half a million cotton operatives in Lancashire.
