It is many years since the Dominion exported wheat in any quantity. “ Farmers,” we are told. “ will argue that, if the domestic production is deficient, fluctuating duties will forte prices to an ideal level.” Here, again, ve must wait and see, hut it would he limited by the current domestic prices overseas. The farin' lias been designed to provide against undue advances of local prices, and in the event of locally-grown supplies being in adequate for our purposes, then the price at which the imported article can Inlanded will govern the market. It is, of course, an easy task to anticipate difficulties, hut the practical course to pursue is thoroughly to test the possibilities of the fluctuating tariff. No one ian say definitely what influence ii may have on the production of wheat, hut having committed ourselves to this policy, il should he given a trial sufficient to demonstrate beyond all question what il can do to assist the Dominion to win its independence in this important: manor.—“Lyttelton Times.”
