Herr Bern.storff declared that it was impossible to carry out disarmament unless it was known what armaments were in existence, a knowledge of which was also one of the surest guaratees of peace. M. Litivinoff criticised the proceed ings of the Security Committee. He said the system of regional pacts was likely to end in something like the prewar system of alliance. Lord Cusheiidun, who is slightly indisposed, did not attend the sitting, which was brief. '
