TERMS OE CLEMENCY. (Special to Press Assn, by Radio.) APIA, March 0. The Administrator’s terms to the -Mau were to obey the laws, and to act constitutionally in the future, and to put matters before him through the Samoan .District Councils, not through the Committee of Europeans, the chiefs and taipules, and to make their own laws as already provided. With reference to fine mats, the use of lands and many other matters of Samoan custom, the chiefs and faipules of any district wishing to nominate one of their number as a faipule in place of one now representing them, could use the powers they have, and also could have a deputy faipule in each district. The Administrator stipulated Palauli district must apologise for its insulting conduct in Apia a month or two ago, when a demonstration was made before the Government Buildings, and obscene songs were publicly sung and firearms discharged. Thirty-five faipules, who constitute tins Native Parliament, presided oven by the Administrator, decided on legislation affecting the Samoans.

It was agreed to invite the Administrator to visit various districts to discuss any matters pertaining to the local welfare, and to hold gatherings of all factions in each district in an endearour to bring the Samoans into unity, and then hold a big gathering neai Apia on March 10th to terminate the Man movement.

Later on a deputation of chiefs will visit New Zealand to learn first hand the attitude of the New Zealand Government towards them.
