A commission headed by Panfu (Premier) including Wellington Koo (former pleiitipotentiary to London) and 12 prominent northern adherents were appointed by the Peking Government to arrange for the introduction of Customs autonomy beginning next year. A mandate issued in conjunction with the Commission’s appointment declares the restoration of tariff antinomy has a very important bearing on the preservation of China's sovereignty. Sir Aides Lampson (British Alinister at Peking) is now at Shanghai, and is returning from a tour of South China studying the situation. He reported an improvement in the trade outlook and predicts a lioom shortly.
