Eleven persons, including three women have been indicted by a territorial grand jury, on charges of linking themselves with a conspiracy to swindle Thomas Needham, an English visitor of 140,000 dollars in a fake race-track betting game. TO OUTLAW SUBMARINES. WASHINGTON, Alarch 6. The House Foreign Affairs Committee went on record against tho proposals to outlaw submarines. The Committee voted six to five against a favourable report to the House on Erothinghain’s resolution, designed to prohibit the general use of submarines. Air Kellogg in a letter to the Committee has advocated the resolution with a proviso that other nations also outlaw the submarine. Chairman Porter, of tho Foreign Affairs Committee, opposing the resolution on the ground that the sidsmarinc is regarded as an essential defence to small nations, said he felt the resolution was “an empty gesture.” Ho said: “AVe have no more right- to ask France and Italy to abolish their only means of defence on tho sea than they have to ask us to abandon our only defence—a navy. In asking them to abolish the submarine we are strengthening our defences by weakening theirs.” Representative Hull said : “If the submarine is horrible, we should find means of settling a dispute without war. instead of trying to make it a parlour game.’’ AVARATAHS SEND OFF. ‘VANCOUVER.
