Her Von Simon, declared that Germany objected to general pacts for the same reason as Britain, because they asked to assume obligations they were J unwilling to shoulder. He warned the Committee ol possible danger ol gioup treaties which might take the lorm of an alliance against others, and urged that nothing should he done to increase the tension between the pcopples. Lord Cusbemluu opposed any piovisiou in regional pacts in which tbe League Council permitted to arbitrate, enabling the Council’s decisions to be taken by a majority vote. He suggested this was equivalent to' giving the Council power to declare war. and insisted that the principle of unanmiy must remain intact. He also opposed the inclusion of a model regional treaty, or any provision authorising the League Council to declare an armistice in the event of an outbreak of war between the signatories. lie argued that such provision, besides not being enforceable, might prevent states accepting a treaty in which it was enilioilied. The Cniiimittce lengthily discussed the value of do-militarised zones, as steps towards ponce and disarmament. Nationally the United Stntes-( anada frontier was quoted as an example also the long stretch between Norway and Sweden. M. Marinis opposed tbe recommendation of these zones, because states were unable to impose them if they wished. He was presumably alluding to the Versailles Treaty. The discussion was adjourned.
