(By Telegraph—Per Press Association.) WHOLESALE arrests. APIA February 23. White and Samoan police, protected by an armed force from the warships, arrested about 250 members of the illegal Police F OJVI‘ of the .U au this morning. The arrestees waved their big sticks in procession, and they chanted tribal songs, but otherwise there was no disturbance.
