FASCIST DICTATORSHIP.' ROME, Fob. 21. The Cabinet has approved a new constitutional law, completely changing the character of the Chamber of Deputies, and substituting a scheme bv which the final list of candidates will be drawn up by the Fascist Grand Council 1 rom lists submitted by the professional or labour federations or other public bodies. The electors will vote yes or no. A majority of one will lie sufficient to secure the adoption of the whole list, and similarly with rejection, in which case a new list will be drawn up and the election repented.
