An economic crisis and financial panic reigns in three Eastern provinces controlled by Changtsolin, owing to the depreciation of the currency. Ching attempted a remedy by arresting and executing a number of leading exchange brokers, on charges of upsetting the money market. The root of the evil is the reckless, unrestricted issue of notes which were forced upon the population for the purpose of buying war supplies. The notes are worthless. Nine hundred native firms have suspended payment in the last two months.
