On behalf of the United States, Mr Hughes unqualifiedly endorsed a resolution to outlaw war among American Republics, introduced at the PanAmerican Conference by Honor Gonzales Rea, the Mexican delegate. The resolution was referred to a sub-com-mittee for preliminary consideration, whereupon Mr Hughes said: “1 take this opportunity to express entire accord with the proposal, Senor Rea.” SALE OF SHIPPING. Regarding Fmpire trade he said imports to secure advantage of British preferential tariff must now lie fifty per cent of Fmpire labour and materials instead of twenty-five. A similar increase was required in goods , entering under treaty rates and intermediate tariff.
