He continued : It is not enough merely to talk about peace and argue what a destructive folly war is. In spite of all our losses and burdens, th* mind of Europe is still clinging to the superstition that the best way to secure peace is to pre,pare for war, and that the power of arms is required to procure the safety of the State.
