BANISHED RUSSIANS. MOSCOW, Jan. 18

For the purposes of punishment, the Soviet has divided the Opposition leaders into three groups—incorrigibles, penitents, and non-penitents. Trotsky and Rakovsky head the nonpenitents, who are being drastically punished. Rakovsky and Radck are ordered to Ustsesulsk, bordering the Archangel Province. Trotsky’s destination has been changed from Astraclian because doctors declared that he had tuberculosis. Jvnineneff and ZinoviefF bead the penitents, who confessed their errors. Kameneff was ordered to Penza, and ZinoviefF to Vologda. They have been assigned to educational posts. Sa pronoff heads the incorrigibles, who opposed even Lenin when alive. They are banished to the remotest part of Siberia, and under arrest. The remainder were ordered to leave Moscow and report to Ogpu on arrival at their destination.

Official statement regarding the banishments was issued in Moscow yesterday iti the form of a statement by the Tass Agency, alleging that after the disintegration of the Opposition Bloc, the Trotskvitos developed illegal anti-Soviet activities, attempting to create a secret organisations to prepare for a crisis, and to establish connections abroad, for which reason it was found necessary in the interests of the Proitarian State to deport Trotsky and others named.
