MR KELLOGG’S IDEAS.
(Australian A N.Z. Cable Association.) LONDON, Jan. 13. Official circles are impressed by Afr Kellogg's new suggestion that if France is agreeable to the amended reply to outlaw all wars instead of only those of aggression, then instead of signing the bilateral treaty prior to inviting others to do likewise, there should he an invitation to an all-Pow-er conference to discuss a treaty. Downing Stiect opinion docs not expect the least hesitance on the part of Britain to participate in a preliminary discussion. Those well informed predict France will accept Air Kellogg's suggestion. BRIAXD’S REPLY DEFERRED. LONDON, Jan. 13. The “ Morning Post’s ” Paris corespondent says: It was decided to the eleventh hour to withhold the T' rench reply for the present, as Afr Kellogg is going to Cuba.
