CANADIAN BUDGET. OTTAWA, Jan. 13. A forecast of the Canadian budget indicates the resumption of penny postage to Britain and other parts of the Empire, a cut in the sales tax, and downward revision of the tariff on cotton and woollens. The cigarettes tax will be cut 60 per cent.
