Valdemaras, in a lengthy note to the League, alleged that he possessed information that Poland had attempted to use the Congress of Lithuanian political refugees to instal a new Government at Kovno; headed by the ex/eader of the Soviet Democrat'S, Plocßaitis and that Alamhal Pilsmlski, with a view to assisting, inquired the number of days military required to reach Kovno and establish a new order.

COMMENT IN JAPAN. TOKYO, Dec. 2. The Soviet proposal at the Geneva Conference is treated by newspapers and leading politicians as brilliantly illustrating Russia’s ancient diplomacy and cleverness in throwing a paralysing bomb into the Conference, from which Russia does not expect any result. The newspaper “Asalii” says: ‘‘The Soviet does not believe in the practicability of his own proposal. Russia is not a mender of the Security Committee. hence the proposals only serve to confuse the whole proceedings.”
