(By Telegraph—Per Press Association. THE COUNCIL. WELLINGTON, Dec. 3. The Legislative Council to-da.v considered the Licensing Bill in Committee. On the question of a majority on which the poll shall he , carried the Council by 21 to 11 eliminated the hare majority and substituted one of 52)47). The duration of the period between polls was increased from three years to six years hv 18 to 13.

After a brief adjournment the Countil resumed and received Imprest Supply No. (> from the House, and put it through all stages and passed it. The Council adjourned at 9.8 p.m. until 11 a.m. to-day. THE HOUSE. The House spent the whole ol the day in debating the second reading of the Finance Bill which ultimately passed all stages. Imprest Supply Bill No. 6, appropriating £1,204,000 in payment of salaries and other charges was also passed. The House rose at 12.15 a.m. till 10 a.m. ( or continuation of news see fourth page.)
