PARLIAMENTARY.
(By Telegraph—Per Press Association. THE COUNCIL. WELLINGTON, Dec. 3. The Legislative Council to-da.v considered the Licensing Bill in Committee. On the question of a majority on which the poll shall he , carried the Council by 21 to 11 eliminated the hare majority and substituted one of 52)47). The duration of the period between polls was increased from three years to six years hv 18 to 13.
The two-issue ballot paper was agreed to and a number of minor and consequential amendments were also made in the hill, which Hon. Isitt and Hon. Malcolm stated was by the amendments made, killed.
Following a second crucial division on the extension of the tenure lion. Gow intimated he could no longer retain charge of the bill as his supporters could not regard it in its amended form as theirs. He said Hon. F. D. Bell had undertaken to take charge of it.

The third reading was carried by 21 to 13, as follows: — Ayes.—Bell, Rhodes, Alison, Barr, Carrington, Clark, Cohen, Collins, Garland, Lang, Mackenzie, Mclntyre, •Mantler, Mitchelsoii, Newman, Reed, Rikihana, Snodgrass, Triggs, M’cston, Witty. Noes.—Craigic, Gow, Hall-Jones, Hunan, Hawke, Lsitt. MacGregor, Malcolm, Michel. -Moore, Smith, Stout. Thomson. The Legislative Council met at eight to-night. The Electric Power Boards Amend ment Bill was received from the House, read a first time and a second time pro forma and referred to Statutes Revision Commitee. After a brief adjournment the Countil resumed and received Imprest Supply No. (> from the House, and put it through all stages and passed it. The Council adjourned at 9.8 p.m. until 11 a.m. to-day. THE HOUSE. The House spent the whole ol the day in debating the second reading of the Finance Bill which ultimately passed all stages. Imprest Supply Bill No. 6, appropriating £1,204,000 in payment of salaries and other charges was also passed. The House rose at 12.15 a.m. till 10 a.m. ( or continuation of news see fourth page.)
