Soi.u Sukvivou’s View. In the Legislative Council, Sir Robert Stout defended the provincial system of Government, which he maintained was economical and efficient. Parliament has ceased to exercise effective control over local expenditure. Members had voted £1,000,000 for roads and bridges in the Dominion without knowing whether they were right or wrong, lie was the only member of ParliiNiient alive to-day who bad taken part in the light against the abolition of provincial government, which bad formerly controlled lands, roads, education, gaols, asylums and railways. The total annual cost of administration of the Otago Provincial Government in 1875 was £75110.
