THE COUNCIL. WELLINGTON, Nov. 16. The Legislative Council met at 2.30 p.m.

Seeds (Importation Bill was received from the House read a first time and second time proforma and referred to the Stock Committee. The Council approved of the amendments proposed bv the Gover-nor-General in the Rural Intermediate Credit Bill. Alain Highways Amendment Bill was put through the final stages an t

The provision against members of the General Assembly sitting ■»« members of the Advisory Board is deleted, and the secretary is to he appointed by the Board, subject to the approval of the Minister, instead of by the Public Service Commissioner. The Council adojurned at 4.56 p.m. THE HOUSE. The House continued the debate on the second reading of- the Licensing Amendment Bill which was continued until 9.15, when the Prime Minister rose to reply. After the supper adjournment-, the motion that the Bill he read a second time was challenged, when the motion was carried hv 68 to 7. The House then went into Committee on the Bill. The discussion cm the abort title lasted till 1.20 a.m. when it was agreed to on the voices. Clause 2 providing for six yearlypolls was defeated by 51 to 23. A series of amendments moved by Air Elliot to give effect to corporate control was defeated on the voices. An amendment moved by the Leader of the Opposition to restore State Purchase and Control to the ballot paper was defeated l>v 55 to 20. The two-issue ballot paper was then adopted by 53 to 21. On Clause 4 Air AlcComhs moved an amendment substituting a bare majority for the 55-45 majority. The Prime Alinister then moved to report progress, with the object of enabling him to enter into negotiations with the leaders of the respective parties, with a view to getting the Bill before the House again. This was agreed to t- 41 to 34 and, the House rose at 4.30 a.m. till 2.30 p.m.
