The Bookmaker Evil. The betting that the bookmaker encourages is the worst form, in that it is secret and illegal, and may be done on credit. The totalisator has the merit of being open and on strictly cash terms. It seems to us that there are only two ways of dealing with the bookmaker. Either lie should be licensed or, as the Bill proposes, the totalisator rules should be framed so as to take business away from him. A third method, that of inflicting drastic penalties, has been tried and Juts failed miserably. Parliament, however, thinks the problem is not urgent, so the country will continue to support the totalisator and the bookmaker in affluence side by side. —Auckland Paper.
