BERLIN, Nov. fi. The Government, in publishing Gilbert’s memorandum, which refutes the criticism that uncontrolled expenditure endangered Germany's economic Ide and the Dawes scheme. Germany is
aiming at developing productiveness in order to improve tlie standard ol living and fulfil reparation obligations economie improvement since file stabilisation of the mark. It proves the reasonable utilisation of internal and foreign loans but foreigners ought to admit more German imports, if Germany is to be allowed to carry out her intentions without interference. The high extraordinary expenditure is already ended. It adds that the increase ot officials salaries does not involve extra taxation.
