KIDNAP PIOUS IiUSY. SHANGHAI, Oct. 23. The whole Chinese community in tin international settlement of Shanghai is considerably exercised about an outbreak of wholesale kidnapping, apparently carried out under .Moscow’s orders for the purpose of raising money for the Communist party. Already the kidnapping has reached alarming proportions, as shown by the fact that yesterday six wealthy Chinese were spirited away outside the international settlement, and are being held lor ransom. Influential Chinese are now requesting the reinstitution of barbed wire defences, which a few months ago they so insistently demanded should he removed. declare that the situation is such that the" very possession of a motor car is sufficient to mark the owner as a possible victim ot the kidnappers.
