THE COUNCIL. WELLINGTON, Nov. I. The Legislative Council met at 2.30 p.m. yesterday. Rural Intermediate Credits Bill was read a second time. Sir R. Stout issued a warning against the policy of borrowing and said the proposals contained in the hill would result in an increased taxation. Hems. Hamm and Earnshaw complained that the bill was socialistic in its tendencies, and catered unduly for one section of the community. In reply Sir E. Bell said the hill was making no new departure so iar as borrowing was concerned, and said the bill would relieve the State ol some of its responsibilties. Unless the scheme was a hopeless failure the £400,000 advanced by the Government would he returned to the State. The Council adjourned at 5 p.m. until 2.J0 p.m. THE HOUSE. In the House, during the course of formal business, Sir John Luke, as Chairman ol the Labour Bills Committee, moved that the Committee should have leave to meet during the sitting of the Mouse. He gave no reasons why the Committee should meet and the Opposition objected to the motion, contending that every member should he in his place while the House is sitting. Tliis opposition was carried on till 15.J0, when tlie motion was talked out.
At 7.30 tlic* Prime .Minister moved to suspend the Standing Orders to enable the motion to he moved. This also was strenuously opposed, hut finally was carried on division by -10 to 14. Sir J. Luke then moved that the Labour Hills Committee have leave to sit each afternoon during the sitting ol the House until the hearing ol evidence on the Industrial Conciliation and Arbitration Hill was concluded. This provoked another lengthy discussion, which continued until IO.Mo p.m.. when it was agreed to on the voices. The second reading ol the Electoral Hill, which is a purely consolidating measure was agreed to. The Slaughterjj]«r iind Inspection Amendment Hill also was read a second time. Ihe Electoral Hill was nut through committee. read a third time and passed. The House rose at 12.12 a.m. till 2.30 p.m.
