I It is plain that the powers and responsibilities of local authorities are ol growing importance, and that they should have the most expert attention that any community can provide. Force of circumstances is resulting in greater interest in the activities of local government in many countries, and everywhere the demand is for greater efficiency m order to ensure substantial economies. The problems, taken generally. appear to have much in common, due to the fact that money cannot now he obtained at such cheap rates as formerly, and that new developments have made old conditions unsatisfactory and uneconomical. But it is agreed that one thing essential to secure the best results is an alert public opinion.
