A Winnipeg message states bear traders pounded down all grain prices and closing Josses on wheat ranged from two and three-quarter cents to four and seven-eighths. Nearby futures suffered most and the decline is attributed to an overstocked marbet, improved threshing weather and bearish outsiders. RADIO CONFERENCE. WASHINGTON. O.t. 18. Tho InteiTiationaJ Radio Conference is faced with the question how far governments may go in the regulation of affairs of private communication companies by the international convention. Britain is practically asking United States what regulations the latter considers possible to he incorporated into .such a convention and wliat United States regards as solely matters of management which should ho left for private companies to arrange among themselves. Mr Phillips told a meeting of the convention committee that the failure of the American delegation to define the exact disposition, was retarding the conference’s progress. The American delegate, Wallace White, replied that'the United States lack of knowledge regarding the attitude of other delegates toward the plan was embarrassing the committee, which meets again on October 21st. NOVA SCOTIA POLITICS. OTTAWA, Oct. 18. Premier Rjliodes., of Nova Scotia, said a special session was possible to pass legislation making operative the authority to abolish the Legislative Counel, given to-day by a Privy Council decision.
