CHINESE LOOTINGS. (Received this dav at 9.30 a.m.) SHANGHAI, Oet. 13. Reliable reports have been received at the devastation carried out by Fengyuhsiang’s troops north of Honan, following a massacre at Hengte. Troops burned villages, within a Radius of ten miles, and destroyed crops, leaving the countryside hare. Later they proceeded to the outskirts of Weill ai-Wei, burned twelve mission buildings and looted the residences of missionaries. Conditions in the war zones at Shantung are reported to be unprecedented, owing to the continued military acitivities denuding the entire southern province. The native population is starving, and facing a famine throughout the winter. Already many are eating bark and roots of trees. Troops seized all the available food.
