Empire Population
Believing that the greatest and most pressing problem both from the point of view of the Mother Country, and of the Dominions was the redistribution of the white population of the Empire, Sir Henry Cowan, for North Islington, a London constituency, visiting Wellington. declared that there was little use disguising the fact that theie was not a strong desire among the workers of Great Britain to migrate, and that the Dominions had not shown that alacrity in encouraging emigration which one would have expected an enlightened view of their own interests would have dictated.
