De Monzie, President of the French Committee negotiating a settlement of the Franco-Russian debts publishes correspondence proving tlie untruth of Litvinoff’s pretension that an agreement was reached and showing that the Soviet in March laid down final .conditions of settlement. Do Monzie replied that they were no different from former offers. He twice requested new proposals, but without effect. De Monzie admits lie agreed to the principles on which a possible settlement could be reached including annual payment by the Soviet of sixty million gold francs, but the Soviet’s insistence on largo commercial credits nullified tho agreement, while compensation for sequestrated properties was not considered.
