This Mr Holland refused to do, but after soine debate it was agreed to take the Speaker’s ruling as to whether the bill with the short title struck out could proceed. The Speaker riii'ed that the striking out of the short title by a vote of Hie committee was equivalent to the killing of the bill and St would be futile to proceed with it. "The bill was dropped.
The Committed then proceeded to discuss the Workers’ Compensation Amendment Bill, introduced by Mr Howard, but the Chairman ruled that as it contains an appropriation clause, it c-oul'd not proceed. .
