It will lie seen that the Borough Council has sanctioned some permanent work about the town in the nature of concrete korbing The sample piece laid down lately near the clock tower is certainly -an improvement, and wisdom has been shown in deciding to extend this class of work to other parts of the town where considered necessary, and the funds permitting. Work of a similar nature has been done, also, near the Central Dairy Factory hut this was carried out hv the company concerned, and certainly tends to give a finished appearance to the street- and footpath improvements thereabouts. The Council has done well in profitting by tlie object lesson given in Upper Weld St. for with material so handy here, and a- capable staff available for the work, the improvements which arc permanent in character, can he carried out at a very small cost, and are a credit to all concerned. The Council has several sections of the class of work referred to in sight, and carried out, will mean a good deal in the matter of future economical management. No doubt now that a. commencement has been made, the Council will endeavour to do more work of the nature referred to, but will be lied to a great extent by the financial limitations. The town lias a constant liability I«'fore it in regard to the conditions of the water works, and until the Committee set up reports, will be in doubt as to wha.l has to be faced. Recent breaks in the reticulation service are a reminder of the general state of some sections of the pipes, and the weakest link is always the danger point when the actual test comes Another liability recently brought- to light is the fact that some portions of the town are without adequate water service for fire purposes. The obligation is on the Cnmcil to do what it can in a reasonable way in such cases, and no doubt- fair consideration will ho given to pressing needs. In a town of this size there are always matters of emergency of more or less importance cropping up, and involving expenditure, but in one case at least at the recent meeting relief was obtained, namely in the liquidation of the debt incurred at the time of the sea encroachment. Hie liability then incurred lias been discharged, which will give upwards of £230 pel - annum for ordinary Borough work. That will be some provision at all events for the works now In sight or to be faced immediately, and should assist the Council in the progressive work it lias in mind to make matters about tlm streets more ship shape, and presentable. Work of this nature is something for the Council to leave behind as a monument of good intentions carried into effect.
