INC lit: ASF IN POWERS. WELLINGTON, Aug. 20. Though the Counties Amendment Bill, introduced by the lion. R. F. Bollard, repeals the power which exists for counties to make by-laws for licensing vehicles, it extends their powers in other respects. By-laws may ho made regarding lire escapes I corn buildings, regulating the keeping of animals and reptiles within the county, regulating advertising hoardings, and restricting or prohibiting the exhibition of advertisements which might injuriously affect flu l amenities of any public place, disfigure the natural beauty of the landscape or obscure the view thereof from any public place. Existing hoardings or advertisements may he relieved of restriction for five years. County councils are also empowered to provide recreation grounds and public halls, and to contribute towards wharf construction by raising a special loan. The disqualification of councillors lor having an interest in contracts has been modified, it applies only where a counoilVor has interests in a single contract of £lO or any contracts totalling £25 in one financial year. The former limit was £io altogether. No councillor may be disqualified in respect of a contract under which the obligation has been performed before the election, though payment was not completed until after tile election.
