MORE HOPEFUL FEELING. LONDON. Aug. 3. Cabinet reconsidered the disarmament question to-day. Messages from Geneva show that consideration of the Japanese proposal for a naval moratorium continues. The feeling in diplomatic circles in London now is more hopeful that the Conference will bear some fruit, even if tho main hope is not realised. A step has been taken in the right direction.
There is a, growing appreciation in tho United States for Britain’s special position owing to the long trade routes yarn! widely Scattered Empire. This has’ produced a marked changed atmosphere. Moreover, American opinion is increasingly exercised regarding the results of a break down of the Conference. Probably negotiations will continue to find a fresh formula, even if Geneva fails to reach an agreement. GENEVA, Aug. 3. A third plenary session is being held to-day.
