‘ (Received this day at 8 a.in.) ' GENEVA, July 31. Tho situation is unchanged. 'I lie Principal delegates have not seen each other since the eventful meeting on Thursday. An impression prevails that it tho British proposals are rejected, Mr Bilidgeinan is ready with a plan for a naval holiday for the three Powers for a definite period, in which an agreement in regard to future building might be reached diplomatically.
