It is a distinct anomaly in the existing law that while electors who are absent from their electoral districts on the polling day. may by the exercise of permits, record their votes in any part of Now Zealand, the bedridden are prevented from voting in the districts in which they are living. The proposal with reference to the composition of the Representation Commission provides for the abolition of separate commissions tor the two islands, foi a reduction in the number of commissioners. and for the exclusion of the non- official element. It is not a proposal concerning which political or public feeling will be stirred one way or the other. The existing commission is unnecessarily large, and however useful the services of the nonofficial members may he. it seems, probable that the business of dividing the Dominion into electoral areas will he performed, as efficiently as at present, by the three departmental officers whom the Bill proposes to constitute a permanent Representation Commission.—‘‘Otago Daily Times.
