Replying to a question asking for details of the working of the Samoan Mandate and whether any complaints were received, lion. Amcry said the mandate was conferred by the King on behalf of the New Zealand Government not on behalf of the Government of this country. “ I am, therefore, not in u position to make a statement. I have received no complaints and the New Zealand Government is the responsible one.” LONDON. July 13. Asked if lie was aware there was much dissatisfaction regarding a particular administrator and not the New Zealand Government, lion. Amenanswered this must be raised in New Zealand Parliament, to which the Administrator is responsible.

Mr Harris said the right place to appeal to was the League Mandates Committee.

Air Ansley asked: Is it a fact the New Zealand Government was short of trained civil servants!-' Could not wc assist them ?

Hon. Amery replied that he heard only the highest praise for the administration.

Replying to Air Thomas, Hon. Amery said it was possible to raise a question in the Commons affecting territory for which the British Government was the mandatory. It was not for that government to question the actions of Ill's •Majesty's other responsible Governments. He said Mr Thomas was wrong in alleging such a mandate was only given New Zealand with the sanction' of tlie Commons.
