Heads of delegations have finished the examination of the experts’ report and have decided that the plenary session postponed from Monday could Ih> hold advantageously on Thursday. Mr Gibson announced to pressmen that the conference outlook was now calm and peaceful.
Japanese alone adhere to pessimism. They have not deviated from the desire for sweeping reductions in ail surface auxiliary tonnage. Tliis is due. to Japan’s present poverty and a desire to cut down naval costs; lull Rrilain and America hope she will accept a higher allocation of tonnage than at present she actually desires, reeogms* ing there is no need to build up to this minimum, but its acceptance should he forthcoming in llie interests of a tripartite agreement.
