It was strange that, the Ministry had not thought of getting the parties together to promote goodwill instead. Such a course would have provided a better method of settling disputes, lhc Bill, he said, created new offences, and new penalties and sanctions. ft was not lair to say that it prohibited sympathy strikes, hut it was easily Seen that it was partisan, punitive and retributive.
