HIGHWAYS BOARD FUND.

POSITION EXPLAINED. AA’ELLINGTON. June 30. The chairman of.the National’ Highways Board (Air Furl tort) questioned regarding the suggestion at the Canterbury roads conference that the £350,000 to be transferred- from the highways revenue fund to the construction fund is probably the South Island's credit in that fund. Afr Kurkcrt stated that this was entirely wrong. The sum was being transferred from the general reserve to the construction fund temporarily, and would be allocated between both Islands. AA'lien it was returned to reserve it would he replaced in exactly the same proportions as the credit to the respective Islands. As for the suggestion at the same conference that the Highways Board has no policy. Air Furkert declared that the whole intention of the Act was that the initiative should come from the county councils, who wort, primarily responsible for expending the money and for future upkeep, though the Highways Board had deviated from the original' policy to the extent of considerably increasing its proportion of maintenance expenditure. Mr Furkert added that Air Afaginness was present at a recent conference when the proposal for the transfer of the funds was clearly explained.
