Japanese residents fleeing from tlaichow, following the capture of the town by Southerners, have reached Tsingtao by steamer. They report similar and worse outrages than when the troops entered Nanking. The town was completely looted. Refugees homes were burned. The Southerners hoarded a refugee ship and committed outrages and looting, prior to allowing it to depart.
