New Orleans reports Mr Hoover, in a plea to the nation for an additional two million dollars, declared: "The culmination of the flood will see upwards of seven hundred thousand people destitute, the majority of whom are now dependent upon the Bed Cross and ■ tlier relief organisations. The vast work of reconstruction is now beginning with the floods crest in sight of the Gulf of Mexico. The relief committee appointed includes a negro group selected to minister to tho wants of stricken negroes.” Mr Hoover emphasises the fact that the victims are in the greatest danger of pestilence, which, if once started, would sweep the whole of the southern states. He points out that the .Morgan City port of entry, seventy-two miles .south-west of New Orleans on Atchafalava Bayou, which to-day is partially inundated, will probably be the last village to bo aflected and indicates that the lime now lias arrived to organise for the work of relief.
