" The Russian failure shows that the acquisitive instinct cannot be ignored in social life, but the discontent of the .West is a sufficient warning that if that instinct is allowed to govern the life of a society, to the exclusion or depression of the other instincts of human nature, men and women are cheated of something that is essential to happiness and freedom. The lesson to he learned from this experiment is that our social life has to he developed and enriched, and that education in the widest sense of the word is the first duty that society owes to its members. Unhappily, neither those who fear nor those who like the revolution learn this lesson. They first learn from tics experiment that constructive reform is dangerous, the second that it is useless ; the first call for reaction, the second for destruction. The future turns on the success with which moderate and sensible men in all parties can combat two fatal illusions which encourage and foster each other.”— Viscount Esher.
