Virtual martial law is effective in the Mississippi district. Reports of looting by negroes made it necessary to invoke the eight o’clock curfew. Ouardsmen patrol the streets and some flooded towns in boats. Everything possible is being done to prevent plague and disease hut polluted water supplies, exposure and poor food have stricken many homeless. Vaccination and inoculation, however, have so far prevented its serious spread. Refugees are continuing to pour into Vicksburg and once there, none are permitted to leave the camps without the permission of the State authorities. Many inhabitants are leaving Acadia district. Louisuna which is doomed to he flooded, when the levee is dynamited tomorrow, but a considerable number arc refusing to leave and bloodshed still feared. SEAPLANE ACCIDENT. RIO DE .TANTERO. April 28. Approaching the Brazilian coast tonight a seaplane, piloted by Commander Do Burros, which hopped off from Capo Verde Islands this morning in continuation of the flight from Genoa fell into the sea. The airmen were rescued by the Italian steamer Angelo.
