Japan made important concessions during the weekend, withdrawing the previous reservations regarding naval personnel and naval air armaments. In the course of discussion in the preamble of the. convention, M. Bernstorff strangely pleaded that it should be international, acceptable to both the United States and to Russia, and not be merely a

League Convention. The “ Morning Post’s ” Geneva ccrrespondent says the greatest significance at Riches to the line taken throughout hy the German delegation. They have committed themselves without qualification to securing recognition of Versailles Treaty as a bi-lateral document, unless real disarmament is commenced immediately Germany intends to try to rid herself of the clauses of the treaty forbidding her to re-arm. Either Versailles Treaty or the future of the League is at issue. Disarmament is the rock upon which tho League is likely to founder, unless the Treaty is sacrificed, or Franco agrees to disarmament.
